Observation-growth gap

Theorem 19.2 (Observation-growth gap). If LL is nonregular, then qL(N)q_L(N) is strictly increasing and qL(N)≥N+2q_L(N)\ge N+2 for every N≥0N\ge0. Equivalently, if qLq_L ever fails to increase at an adjacent pair of horizons, then it remains bounded.
